Stuttering cannot be termed as a typical disability as it really doesn't impede the functioning of any organ or part in the human body. It is a problem which only affects the outcome of the speech and is generally considered a disorder. Stuttering is neither a physical disorder nor a psychological disorder but it can only be considered as a developmental disorder. The question of whether stuttering is a disability is a highly debated one even amongst the stutterers.

While a section of the stutterers are content with being branded as disabled as long as they are able to benefit from it, a section of the stutterers are still against it as they feel that they are not given enough credit for their capacity because of this factor. And while some feel that potential growth can be achieved with being accepted in such a way, others feel that it brings down their confidence level which may hinder their growth and progress.

Stuttering has legally been considered a disability in many countries and concessions have been made for stutterers to occupy positions in certain industries where speech is not the prime requirement. But most legal documents suggest stuttering to be a disability only under certain approved conditions. It is accepted as a disability only when the person suffering from it is afflicted in a physical or psychological manner. Moreover, it can be recognized as a disability only if it limits the activities of the sufferer.

Where otherwise the employers would not have preferred the recruitment of stutterers, such legal definition of stuttering as a disability opens up the options for them in industries they could have only dreamed of being a part of. This is because the law clearly states that unless the job cannot be performed with the disability, it cannot be denied to the stutterer and this has to be followed by the employers with respect to all disabilities.

Though some stutterers may not prefer this concession, it does an overall good to the stutterers' community as most people are ignored because of their problem. With such a provision they cannot be overlooked in any way as they have the law to protect them. Since this consideration of a disability is only given to severe stutterers, it not only helps them in many ways, but also protects the mild stutterers in a way that they are not treated as the disabled.
